ENSURING THE RIGHTS OF PERSONS WITH LIMITED ACCESS TO DIGITAL SERVICES IN UZBEKISTAN

This article examines the legal and institutional framework for ensuring the rights of persons with limited access to digital services in Uzbekistan. It explores the technological, economic, geographical, and organizational barriers that hinder access to such services. Based on an analysis of national legislation and international standards, the article proposes a three-stage digital equality model that integrates legal safeguards, technological accessibility, and performance monitoring. It also develops recommendations for the inclusive design of e-government services, the maintenance of alternative service delivery channels, the improvement of digital literacy, and the regular assessment of service accessibility.
