MECHANISMS FOR EXPANDING THE PARTICIPATION OF CIVIL SOCIETY INSTITUTIONS IN PUBLIC ADMINISTRATION IN NEW UZBEKISTAN

The article analyses, from a political-institutional perspective, the mechanisms for expanding the participation of civil society institutions in public administration in New Uzbekistan. It systematises the participation mechanisms that have emerged from the inclusion of a separate chapter on civil society institutions in the 2023 Constitution, the Law «On Public Control», the Concept for the Development of Civil Society for 2021–2025 and Presidential Decree No. UP-124 of 26 August 2024. The author proposes a classification that divides participation mechanisms into consultative, oversight, partnership-implementation and direct decision-making groups, and evaluates them using S. Arnstein’s «ladder of citizen participation». Drawing on the practice of the «Initiative Budget», regulation.gov.uz and «Mening fikrim» portals, the study identifies problems such as the formalisation of participation, coerced mobilisation and a deficit of feedback. Practical proposals aimed at strengthening the institutional guarantees of participation are put forward.
