This abstract provides a comprehensive analysis of the international legal principles governing the utilization of water resources of transboundary rivers in Central Asia, specifically the Amu Darya and Syr Darya. The study evaluates the alignment between the norm provisions of the sources of international water law — the 1992 Helsinki Convention and the 1997 UN Convention — and the regional treaty-legal framework. Examining legal conflicts arising in the practical implementation of the principles of equitable and reasonable utilization and the obligation not to cause significant harm, the paper puts forward academic and practical proposals for the international legal unification of mandatory information exchange and consultation mechanisms across transboundary river basins.
